Are the presets the platforms' official sizes?

They're based on each platform's published recommendations, but policies can change without notice, so treat them as a guide. Check the platform's own help pages for the current exact spec.

What happens if the ratio doesn't match the original?

Choose under "Fit": "Crop to fill" fills the frame completely and crops the overflow from the center, "Add padding" keeps the whole image and fills the leftover space with white or black, and "Stretch" applies the size exactly, distorting the image if the ratio differs.

Can I scale an image up beyond its original size?

You can, but enlarging invents pixels that weren't there, so the image gets softer the more you scale up. It's best used for reducing size rather than enlarging.
